Background:
The Department
of Health
and Mental
Hygiene
(DHMH)
is the
State
of Maryland’s
centralized
health
and support
services
agency.
DHMH is
responsible
for the
promotion
and improvement
of the
quality
of health
care for
all citizens
of Maryland.
The responsibilities
of DHMH
include
the development
of health
care policies,
advocacy
of public
health
initiative
and programs
and management
of Maryland
Health
Care Delivery
System.
DHMH also
provides
Medicare
and Medicaid
services
for the
states
indigent
residents.
With the
enactment
of the
Health
Insurance
Portability
and Accountability
Act (HIPAA)
in 1996
to address
the deficiencies
in business
processes
within
the health
care system,
it included
a mandate
for all
HIPAA-covered
entities
to convert
all health
information
exchange
to the
X12 EDI
standard.
In order
to meet
HIPAA
requirements,
DHMH chose
to acquire
a Translator
to sit
between
trading
partners
and DHMH’s
internal
system,
rather
than upgrading
their
complex
legacy
system
to exchange
X12 data
directly
with trading
partners.
DHMH need
to acquire
and Electronic
Data Interchange
(EDI)
Translator
with little
change
to its
current
system
to ensure
compliances
with transaction
and privacy
rules
mandated
by HIPAA. |

Medicaid
Management
Information
System
(MMIS)
Background:
MMIS
is under
the DHMH.
For Medicaid
purposes,
the mechanized
claims
processing
and information
retrieval
system
which
States
are required
to have,
unless
this requirement
is waived
by the
Secretary,
is the
Medicaid
Management
Information
System
(MMIS).
The MMIS
is an
integrated
group
of procedures
and computer
processing
operations
(subsystems)
developed
at the
general
design
level
to meet
principal
objectives.
Contractual
services
may be
utilized
to perform
work for
the design,
development,
installation,
or enhancement
of a mechanized
claims
processing
and information
retrieval
system. |

| Family
Planning
Program
Background:
Family
Planning
program
falls
under
DHMH.
The State
of Maryland’s
Department
of Health
and Mental
Hygiene
(DHMH)
requires
the collection
of Title
X Family
Planning
information
from all
agency
clinics.
The Family
Planning
program,
authorized
under
Title
X of the
Public
Health
Service
Act, is
the only
federal
program
devoted
solely
to the
provision
of family
planning
services
on a nationwide
basis.
The Title
X program
serves
as the
cornerstone
of the
nation's
family
planning
effort,
by providing
a dedicated
source
of revenue
that supports
the operation
of family
planning
clinics
and the
delivery
of subsidized
services.
The program
supports
a nationwide
network
of approximately
4,600
clinics
and provides
reproductive
health
services
to approximately
5 million
persons
each year.

Laboratories
Administration
Background:
The Laboratories
Administration
is under
DHMH.
The mission
of the
Laboratories
Administration
is “to
promote,
protect
and preserve
the health
and well-being
of the
people
in Maryland
from the
consequences
of communicable
diseases
and from
unsafe
food,
drugs,
and consumer
products
by promoting
and enforcing
standards
of quality
in cooperation
with both
public
and private
agencies
at the
local,
state,
and federal
levels.
This mission
shall
be accomplished
with maximum
public
benefit
at a minimum
cost to
the people
of Maryland.”
The Laboratories
Administration
employs
approximately
300
scientists
and support
staff.
The majority
of employees
work at
the Central
Laboratory
in Baltimore,
Maryland
and others
at the
regional
laboratories
that provide
public
health
testing
to their
surrounding
counties.
Their
use of
an outdated
LIMS
(Laboratory
Information
Management
System)
which
is an
information
management
systems
designed
specifically
for the
analytical
laboratory,
caused
them concern
moving
forward.
Replacing
a legacy
LIMS system
is no
small
matter.
Since
the Administration
had years
of know-how
and historical
data stored
in their
existing
system
which
can not
be deleted,
all the
data must
be migrated
to a new
system.

WING
Support
HIPAA-EDI
Translator
WING
provided
Software
Engineering
support
for the
acquisition
of an
Electronic
Data Interchange
(EDI)
Translator.
The Translator
is used
to achieve
HIPAA
compliance,
while
minimizing
the impact
to the
DHMH internal
system.
The Translator
acts as
an intermediary
to accept
and send
HIPAA
compliant
data to
external
systems
while
sending
proprietary
formatted
data to
the Medicaid
Management
Information
System
(MMIS).
The benefit
of this
architecture
is that
it limits
the modifications
to the
current
processing
logic
on the
internal
systems;
thus allowing
interfaces
for outside
organizations
to be
left intact.
This also
allows
outside
organizations
to adopt
support
for HIPAA
on different
schedules
and still
be able
to integrate
with MMIS.
The Translator
integrates
commercial
off-the-shelf
software
(COTS)
for EDI
processing,
custom
developed
processing
software,
custom
communications
software,
and enterprise-class
servers
and storage
devices.
Built
on an
Active/Active
Clustered
Microsoft
SQL Server
foundation,
the system
is interfaced
via a
BizTalk
Server
group
and BizTalk
Accelerator
for HIPAA.
By using
BizTalk
Accelerator
for HIPAA,
which
provided
the schemas
for the
HIPAA
transaction
development
and testing
time,
was minimized.
Several
organizations
are current
implementing
BizTalk
with BizTalk
Accelerator
for HIPAA
for conducting
HIPAA-compliant
transactions.
With the
added
feature
of Microsoft
Cluster
Services
and SQL
Server
in an
Active/Active
Clustered
environment,
the Translator
has proven
to be
a scaleable,
reliable
and highly
available
solution.
With the
collaboration
of DHMH
who provided
requirements
from its
Claims
and Eligibility
divisions,
the WING
team developed
a conceptual
design
and architecture
for the
Translator
and basic
mapping
for each
of the
HIPAA
transaction
to be
implemented.
The requirement
spelled
out the
implementation
of several
HIPAA
transactions
to include:
the 820,
837 Professional,
837 Dental,
837 Institutional,
835, 997,
270/271,
276/277,
278 and
a Non-X12.
Support
Services
Under
the Title
X Family
Planning
Procurement,
WING
provides
software
and hardware
support
for the
entire
State
of Maryland’s
clinic
infrastructure
and software
related
to Title
X. WING
interacts
with,
and gives
software
support
to, Ahlers
and Associates,
the company
that provides
the software
to capture
the Title
X data.
As the
sole Subcontractor
on the
task,
WING
Inc
is tasked
to provide
a Service
Level
Agreement
(SLA)
Next Day
Service
Support
contract
to the
Prime
Ahlers
and Associates
for the
41 clinics
participating
in this
project.
This involvement
includes
troubleshooting
software
and network
issues,
staff
training,
and application
upgrades.
Database
Migration
WING
provides
data migration
services
and application
development
and testing
to the
Laboratories
Administration.
Typically,
LIMS connect
the analytical
instruments
in the
lab to
one or
more workstations
or PCs.
Data is
organized
into meaningful
information
that is
further
sorted
and organized
into various
report
formats
based
upon the
type of
report
required.
As the
sole Subcontractor
on the
Laboratories
Administration
task with
STARLIMS
Corp.,
WING
is tasked
to migrate
existing
Maryland
legacy
data (for
the Laboratories
Administration
Department)
into the
intermediate
data store
–
MS SQL*Server
database,
Provide
Data Cleanup.
WING is
working
with Maryland-Laboratories
Administration
to perform
data cleanup
and validation
in the
intermediate
data model.
Under
Data Mapping,
WING is
working
with STARLIMS
to develop
and deliver
a mapping
between
the intermediate
data model
and the
STARLIMS
data model.
Lastly,
WING is
developing
and delivering
SQL scripts
to perform
the migration
from the
intermediate
database
into STARLIMS.
Training
WING
hires
only certified/qualified
instructors
who are
carefully
screened
and monitored
to ensure
every
effort
is made
not only
to meet,
but to
exceed,
customer
expectations.
Our trainers
bring
collective
field
experience
along
with a
complete
understanding
of applying
the technologies
they teach
at the
DHMH and
the various
departments.
Training
supported
all necessary
aspects
of the
WING
services
provided
and described
above
so that
DHMH staff
are capable
of operating
their
projects
and software
as appropriate
going
forward.
